For proper monitoring and effective implementation of the project, a SoP has been formulated indicating the role of different stakeholders of Government. Timelines have been given to the concerned officials at different stages starting from receipt of SMS alerts upto removal of the encroachment of government lands. Escalation mechanism to track delay at the stage of evidence upload or follow up is embedded in the system. A cell has been constituted in B.D.A comprising officials of G.A & P.G Department, B.D.A, B.M.C and ORSAC for monitoring and implementation of the project.
Last few decades, there has been a gradual creep into that vacant lands owned by government departments. The matter of public property being used as private property (either knowingly or unknowingly) is of concern to the General Administration Department (GA), Government of Odisha. GA has the responsibility to protect its parks, open space/greenspace, and public reserves to ensure that they are used and enjoyed by all residents as originally intended and developed for. Timely identification and eviction of these encroachments is essential. This is a grave matter of concern as Government has the responsibility to ensure the land is used for its original intended purpose. Bhubaneswar Land Use Intelligence System (BLUIS), aims at detecting unauthorized constructions on lands which are under the control of General Administration Department, Bhubaneswar Municipal Corporation (BMC) and Bhubaneswar Development Authority (BDA). The detection of unauthorized construction would be done using monthly updated High Definition Satellite Imageries compatible with land revenue cadastral map. The solution leverages the latest advancements in the technology such as Artificial Intelligence/Machine Learning to detect the changes in the land use and unauthorized uses in thelands owned by General Administration Department, Government of Odisha.
One of the most menacing threats faced by many parts of our country is land encroachment. Illegal acquisition of Government lands has become a regular affair in states like Odisha, and unless curbed, this can have a detrimental effect on the state’s development. The Bhubaneswar Land Use Information System (BLUIS) is developed under the authority of the General Administration Department of Odisha by Odisha Space Application Centre to detect and alert authorities about land encroachments throughout the city. The application uses a GIS approach for timely detection of unauthorized land use and changes in land use. It relies upon the frequently updated cadastral map scale compatible high definition satellite images. The mobile application is used by the filed officials to validate the alerts that were identified by executing the machine learning modules.
The developed BLUIS Mobile APP helps enforcement authority and Common Citizens to report encroachment on Govt lands in Bhubaneswar city. The BLUIS App enables Municipal ward officers and Citizens to report any unauthorized construction happening in government lands in Bhubaneswar.
BLUIS Portal and App is developed by Odisha Space Application Centre using Space Technology, AI/Deep Learning based Image Processing, Geo-ICT and Web-Technology as per the requirement of GA Dept., BDA and BMC. Citizen can download the ‘BLUIS’ app from Play store and App store. BLUIS Portal is web hosted as www.bluis.odisha.gov.in
Under this program Digitization & Georeferencing of Revenue maps and Geotagging of all GA lands in Bhubaneswar was undertaken using Georeferenced Cadastral data and Orthoimages of the city. AI based satellite data processing of HR images is made to detect changes every month by acquiring HR satellite data from Planet Scope, USA through NRSC/ISRO, Dept. of Space. For monitoring purposes alert creation for each ward officer through SMS and uploading of ground realities by ward officers is made through a Mobile App. Monitoring of actions are initiated after alert generation till removal of unauthorized constructions.

Training of all ward officers are made for use of Mobile App and officials allotted to BLUIS Cell of BDA are trained on Portal Management.
BLUIS geoportal provides a platform for department officials to view details of encroachments in their respective areas. BLUIS dashboard allows its users to view alert analytics and reports in graphical and tabular format.
